Sharing "Road" basemap along with Markup with Public for consultation via link

I need to undertake community consultation for area wide traffic calming treatment. I have marked up the proposed locations. Is there a way to share a link with "Road" as a basemap to general public that also include mark up?

    Thanks for the question.

    Unfortunately we do not have a solution that can natively solve this problem for you. I would recommend that you consider solving this issue using ArcGis Online. Do you have a subscription? You would be able to build a solution using their webapp builder or story map. You can natively add street layers within the project. Would this be appropriate?
